If i have a 2.8/2.9 GPA can i get into a school that requires 2.5?

for out of state students? I havent taken the SAT or ACT yet, and still have two years left of college which should raise my GPA. Do i have a shot with my GPA? Im taking SAT cles and ive already taken the PSAT and will take it again. I may also get an SAT tutor. Do i have a shot? (The school is WVU) For out of state its 2.5 GPA, 990 SAT and 21 ACT. In states are a lot lower than that but im from out of state.
