Why didn't the Houston Texans take Rashall Mendenhall or Felix Jones with the 18th overal pick?

Obviously they just arent into running backs. LOL. They did p on reggie bush after all. Obviously they have a lot of needs. RB should be at the top of their list but......I guess thats why they are GM's
