Are there any Ohio laws as to taking pictures of children and posting them on the internet without permission?

A photographer took pictures of children (including my granddaughter) trick or treating and announced to the parents they could see them on a certain website and before my wife could tell him not to photograph our grandaughter he already had. When I contacted the lady in charge, telling her I thought her photographer should have gotten permission beforehand, especially if they were being put on the internet , she basically told me to mind my own business and threatened legal action if I did not stop pursuing my line of reasoning. Is there any Ohio Law that requires permission being given, especially if they are going to be accessible to perverts and miscreants?
